A Significant Milestone for the West Gate Tunnel Project
Beveridge Williams has reached a significant milestone in its work on the West Gate Tunnel Project, with the Department of Transport and Planning approving the final major survey plan prepared by our Melbourne Survey Infrastructure team.
The approved plan, SP25450, is a 27-sheet DTP Survey Plan covering a compact but highly complex area of approximately 150 metres by 100 metres. Within this footprint, the elevated West Gate Freeway, the underground West Gate Tunnel and the at-grade Newport Railway intersect, creating a uniquely challenging environment for land definition, survey documentation and cadastral interpretation.
The complexity of the plan was further increased by numerous legacy land issues and the progressive publication of gazettes while the plan was still being prepared. These changes introduced additional boundaries that needed careful documentation, requiring a high level of technical precision and a deep understanding of both legal and spatial frameworks.
For several members of the project team, including Emma Crowther and Mick Swales, this milestone represents the culmination of more than 10 years of intermittent involvement in the project. Over that time, Beveridge Williams has supported the project through multiple phases, including the bid phase with Transurban and CPBJH JV, the acquisition phase with DTP, the construction phase with CPBJH JV, and the final project close-out with DTP.
Throughout the life of the project, our team has prepared more than 100 gazette plans, over 100 Survey Plans, and 10 Plans of Crown Allotment to support the consolidation of the Tunnel Lease. The scale and complexity of this work reflects the critical role survey plays in the successful delivery of major infrastructure projects.
Almost every member of the Melbourne Survey Infrastructure team over the past decade has contributed to the West Gate Tunnel Project in some way. Their collective expertise, adaptability and persistence have helped them navigate one of the most technically challenging survey environments our team has encountered.
The approval of SP25450 is more than the sign-off of a survey plan. It recognises sustained technical excellence, collaboration and perseverance over many years.
